Location: In-office; AJC offices -100 E Main St., Suite 1100 Jackson, MI 

Location: In-office; Lansing Offices-500 E Michigan, Lansing, MI

Hours: Minimum commitment of 40 hours per week, generally scheduled Monday through Friday between 8 a.m. – 5 p.m. However, flexibility is essential, as adjustments may be necessary to accommodate travel, early morning or evening meetings, and on rare occasions, weekends for sponsored events.

Travel: Required to travel locally, regionally, and nationally, if necessary.

Salary: Salary dependent upon experience with Fringe Benefit package

GENERAL STATEMENT OF RESPONSIBILITIES

The Program Manager-South Central Michigan APEX Accelerator primary focus is to manage and participate in the mission of the South Central Michigan APEX Accelerator program, an APEX Accelerator program as defined by the Department of Defense. This includes, but is not limited to: Grant Writing, Grant Administration, Client Relations, Instruction, Counselling, and additional aspects of Governmental Contracting.

Qualifications and Skills

The Program Manager-South Central Michigan APEX Accelerator ideally has a four-year bachelor’s degree in any subject (business preferred), with three (3) years of experience in management. Must be able to develop budgets and administer state and federally funded grants. Knowledge of federal and state government procurement practices is preferred. An ideal applicant possesses the ability to interpret complex regulations and government documents and transmit that knowledge to others.

The Program Manager-South Central Michigan APEX Accelerator is proficient in Excel, Microsoft business-related programs, and has a working knowledge of accounting software. Experience with NeoSerra (CRM), PIEE and the WAWF Invoicing website must be learned promptly. Candidates must have effective communication skills, written and verbal, and strong leadership qualities.

Supervision Received and Given

The South Central Michigan APEX Accelerator (SCMAA) Program Manager (PM) is an employee of Accelerate Jackson County (AJC) and reports to the President & CEO. The SCMAA PM receives general directions from the Department of Defense (DOD) and the Michigan Economic Development Corporation (MEDC). The PM provides guidance and direction to the SCMAA staff.

Specific Duties

The Program Manager plans and implements the goals and objectives set forth in all state and federal grants to Accelerate Jackson County/South Central Michigan APEX Accelerator.

Recruits area businesses interested in government contract procurement services within our six (6) county region (Jackson, Hillsdale, Lenawee, Ingham, Eaton, Clinton).

Travel (using personal vehicles) throughout our six (6) county area providing procurement technical assistance to clients. Valid driver licenses and insurance required.

Manages a staff of three (3) and two (2) office locations including the Jackson office, 100 E. Michigan, Jackson, MI 49201, and the Lansing Satellite office, located at the Lansing Regional Chamber of Commerce, 500 E. Michigan Ave., Lansing, MI 48912, and is responsible for ensuring both offices are staffed.

Perform on-sight visits to businesses to gain an understanding of their capabilities, provide program information and outline basic government procurement procedures.

Ensure that the SCMAA provides assistance of all facets of procurement technical assistance to area businesses regarding government procurement related issues.

Assist and/or coordinate with the development of marketing materials, conferences, seminars and trainings.

Administers federally funded and/or state funded grants along with AJC personnel.

Monitor expenses and oversee budget.

Amass data pertinent in completion of budget reports.

Responsible for reporting submissions to Federal and State on a monthly, quarterly, and yearly basis.

Research, write, and submit funding grants for federal and state support.

Develop program standards and procedures and ensure implementation of program operations.

Compiles reports for internal and external use as required.

Monitors program expenditures.

Monitors and evaluates program effectiveness.

Make promotional presentations to organizations, the public, and other agencies as required.

Attend meetings, conferences, workshops and seminars as required.

Informs the business community of available state and federal business assistance programs.


ADDITIONAL DUTIES:

Works to maintain a positive image of APEX program and AJC within the community and assumes a leadership role in fostering cooperation and coordination between all staff and member organizations. Upholds the utmost confidentiality.

In the process of executing his/her responsibilities, seeks to create and maximize synergies and economies of scale between their program area of responsibility and other APEX and AJC partners.

Performs other activities and duties as may be assigned by the AJC President and CEO.
